I have the honour to transmit copy of a letter intercepted by the Censor and handed to me by my French Colleague, which is of interest as showing the memas adopted to convey enemy

cargo to China. It shows once more the complicity of the China-

-Java-Japan steamers in this traffic.

I am also sending a copy of the enclosure to

His Majesty's Minister and His Axcellemey the Governor of

Singapore.
